This course aims to discuss the question how the democratization process in established democracies differs from the one in newer democracies. Using major democratization theories as an analytical tool, this course looks at the historical evolution of a regime in specific countries. Though the first part of the seminar looks at established democracies, the main focus of the seminar is going to be on new democracies, which experienced regime change during the 1970s or 1980s, or after 1989. Specifically, this means that the case studies during the course are going to be countries that are often classified as hybrid or semi-authoritarian regimes, such as the ones in Latin America, South-Eastern Europe or Middle East and North Africa.

The first part of the course is going to look at major theories that discuss democratization and authoritarianism – the focus will be on the one hand on classic structuralist democratization studies (such as Moore, Rueschemeyer Huber Stephens and Stephens, and Luebbert), as well as on alternative approaches to it (such as actor-centered approaches or approaches that look particularly on the influence of international forces). This part will also discuss different definitions and measurements of democracy and authoritarianism. The second part aims to link these approaches on the above – mentioned countries. Case studies on selected countries that can be classified as hybrid regimes serve to dig deeper into the theoretical assumptions and to learn more about the specific context and structural constraints the country might have.

The aim of the seminar is to give the students an overview of articles and texts with different perspectives the democratization process. Moreover, students should be able to critically engage with the readings and to link them to contemporary issues. The debate during the seminar shall also include contemporary issues such as the last global financial crisis and the emergence of new grass root movements and their significance for democracy or for the rise of new authoritarian regimes.
