How do national executive actor shape EU policies? This seminar analyses the role of national executive actors in the European Union’s (EU) policy-making process. First, it identifies at which stages in the EU’s policy cycle national actors are involved and which competences they possess. Second, it takes a closer look at the decision-making procedures and bargaining/negotiation in decision-making bodies consisting of or dominated by national actors such as COREPER, implementation networks and agencies. It concludes with a discussion and reflection on normative questions of executive and technocratic politics in the EU. Participants thereby gain in-depth knowledge about decision-making in EU bodies and executive actors in the EU’s multi-level system. Furthermore, they acquire the analytical tools to conduct actor-centred policy analyses on real-world EU problems and evaluate the role of bureaucrats in EU decisions.
