Offizielle Kursbeschreibung
Why former champions of democratization in Central and Eastern Europe have experienced increasing authoritarianism since the crisis? Why many of them have significantly revised their approach to economic policy-making, dropping neoliberalism and favouring state intervention and economic nationalism? These are some of the questions that will be addressed by this comparative political economy MA seminar. It will consist of three parts. First, we will read some classic texts and authors, looking at the political and institutional foundations of capitalism. Second, with a focus on EU new-member states, we will survey the varieties of state and market building across the post-socialist region over the last decades. The seminar will review, among other things, the region’s different economic specializations and structures, state-finance, monetary, taxation and welfare regimes. Third, we will analyse how these countries responded to the global financial crisis and what were the socio-economic implications of these responses. Recalling the concepts discussed earlier, we will discuss how different capitalist institutions established before the crisis shaped the policy responses taken. The seminar is designed to be relevant to anybody who wants to better understand how states, politics and markets are intrinsically linked and what are the limits of their separation. Having passed the seminar, students will be able to comprehend, evaluate, compare and synthesize various political economy concepts and rigorously apply them to real-world situations.
