Corruption has always been a highly elusive concept. The attempts to establish an international, commonly shared understanding of what is to be defined as corruption have intensified in the last three decades and culminated with the definition of Transparency International which delineates corruption as a misuse of entrusted power for private gain. However, this definition remains quite contested.

After an introduction of the different conceptualizations of corruption, this seminar will explore the emergence and evolution of the international anti-corruption regime, including norms, rules and practices. Hereupon, we will analyze the role of different international organizations in formulating and implementing anti-corruption reforms and projects. During the seminar we will examine various intersections between corruption and rule-of-law, democracy promotion and international conflict interventions.

In order to better understand the fight against corruption in practice, international experts will be invited to present their latest research on corruption in different areas such as environmental issues, political legitimacy or the outbreak of civil conflict. Ultimately, this seminar seeks to critically consider anti-corruption discourses and practices as a cross-cutting issue. Active participation of the students will be required both in the expert sessions as well as through the preparation of their own presentations on topics of their choice.  The seminar will be held in English, term papers and oral exams can be both in German or English.
